If you get the error "Sorry, we are unable to handle your request at this time." upon trying to log in a rockstar account try logging in with incognito on rockstar website and then log again on fivem / changing your ip. Rockstar has anti vpn btw so if you use a vpn you will get this error. log into the account with romania vpn on the browser in incognito mode and then change the country/region to your own country and maybe the email to your personal email too.
